To start you'll need clear cellophane bags, sparkly green craft paper or foam, printer, hot glue, blue accordion filler, and coordinating ribbon. I found a mermaid tail template online...printed...traced... and cut out the tails using the sparkly green paper. print out what you'd like to say on heavy white card stock and cut out using the same tail template. mine said... "From under the sea and onto the shore, Bring your swimsuit and see what's in store, we'll play games and eat cake, we'll splish and we'll splash, Ella is having a birthday bash!" then you'll hot glue it to the back side of the sparkly green tail, fill your cellophane bag about half full of the blue filler, stick the tail in nice and snug and top it off with a cute bow! (I added blue and green crystal accents)
